What advantage the property tax reform offers despite the chaos

The President of the ifo Institute considers the property tax reform to be "unnecessarily complicated". He puts his hope in the states, which may implement the law better than the federal government.

Mr. Fuest, Elster breakdowns, incomprehensible tax returns, obtaining umpteen documents: quite a few taxpayers capitulate before filling out the new property tax return. Does the property tax reform show on a small scale what is fundamentally wrong in the German tax system?
It is inevitable that the reform of property tax will entail a certain amount of work during the changeover. The question is whether the effort is greater than necessary. Countries that have chosen rather simple systems, such as Bavaria with its area tax or Baden-Württemberg with its land value tax, make it easier for taxpayers than countries that have chosen the unnecessarily complex assessment model of the federal government.
