Prime Minister Pham Minh Chinh has just signed Decision No. 58/QD TTg On January 16, 2024, the Appraisal Council was established Planning the system of educational institutions specifically for people with disabilities and a system of centers to support educational development integration in the period 2021 – 2030, vision to 2050.

Council members include representatives of the Ministries: Planning and Investment, Finance, and Internal Affairs Services, Construction, Natural Resources and Environment, Health, Justice, Labor – Invalids and Society, Science and Technology.
Council members also include representatives of agencies and organizations: People’s Union Disability Vietnam, Association for Education for All Vietnamese.
The review commissioners are experts as prescribed in Article 35 of Decree No 37/2019/ND-CP dated May 7, 2019 of the Government and Clause 17, Article 1 of Decree No. 58/2023/ND-CP dated August 12, 2023 of the Government, decided by the Chairman of the Council on basis of proposal of the Standing Body of the Council.
The Council’s standing agency is the Ministry of Education and Training. Responsibility and The powers of the Standing Body of the Council comply with the provisions of Article 34 Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government and Clause 16, Article 1 of Decree Decree No. 58/2023/ND-CP dated August 12, 2023 of the Government amending and supplementing a number of articles of Decree No. 37/2019/ND-CP.
Council is responsible for organizing the appraisal of the Planning of the educational facility system specifically for people with disabilities and a system of educational development support centers integration period 2021 – 2030, vision to 2050 according to the provisions of law on zoning.
The Council operates in a part-time form; terminate operations and self-dissolve possible after planning the system of specialized educational facilities for People with disabilities and system of centers supporting the development of inclusive education in the period 2021 – 2030, vision by 2050 approved by the Prime Minister.
