Initially, the owner of the facility, NTHT, admitted that the purchase and sale of fireworks by the Ministry of National Defense did not have a business license according to regulations. Currently, the Social Security Market Management Police Department and Nghe An Provincial Police are completing documents to handle the subject according to the provisions of law. Nghe An Police recommends that people who want to buy fireworks from the Ministry of National Defense for use during Tet must buy at selling points licensed by competent authorities.
Decree 137/2020/ND-CP, dated November 27, 2020 of the Government stipulates: only organizations and enterprises under the Ministry of National Defense are allowed to trade fireworks. Business establishments must be granted a certificate of satisfaction of security and order conditions by the competent authority; ensure conditions for fire prevention, fire fighting, incident response prevention and environmental protection.
