According to the indictment, in September 2007, the People’s Committee of Phu Yen province decided to allocate land with land use fees, without going through auction, for 1,183 m2 of land in block A2, Hung Vuong street, Ward 6, Tuy Hoa city, Phu Yen province for Pymepharco Joint Stock Company to implement the Phu Yen pharmaceutical, cosmetics and medical service business center project.
Pymepharco then paid VND 3,571 billion to the state budget, and requested the Department of Natural Resources and Environment and other authorities to allocate land and issue land use rights certificates. According to the land allocation decision, within 12 months or 24 months at the latest, if the company has not put the land into use, it must apply for an extension. Otherwise, this decision will expire.
However, after receiving the land, Pymepharco company did not implement the project. When reviewing the project implementation situation in the area under the direction of Official Dispatch 1371/UBND/DTXD of the Chairman of the Provincial People’s Committee, the Department of Planning and Investment of Phu Yen province discovered that Pymepharco had only built a boundary wall, not deployed it. Deploying the project for a long time, contrary to the policy of the Provincial People’s Committee and the Standing Committee of the Provincial Party Committee, it is recommended not to extend the construction permit, terminate the project’s validity, and revoke the investment policy and certificate of use rights. land use, refund the money paid by the enterprise.

The meeting agreed to request the Provincial People’s Committee to allow Pymepharco to transfer land use rights and assets on land to Vietcombank – Phu Yen branch to build a working headquarters.
On January 7, 2013, Mr. Pham Dinh Cu signed a notice of approval, allowing Pymepharco to transfer the “golden land” lot to Vietcombank Phu Yen for 16 billion VND, equivalent to the land price of Hung Vuong street on the trading market. real estate at that time, causing a loss of state assets of more than 10.1 billion VND.
